Method
 

Step-by-Step Instructions
  1. Preheat your oven to 400°F (200°C) and position a rack in the center.
  2. In a large skillet, heat olive oil over medium heat. Add chopped onions and diced carrots; sauté for 5-7 minutes.
  3. Add ground lamb or beef to the skillet and cook for around 8-10 minutes until browned.
  4. Stir in minced garlic, tomato paste, and Worcestershire sauce; cook for about 2 minutes.
  5. Add broth and bring to a gentle simmer for about 8-10 minutes.
  6. Gently fold in frozen peas and cook for an additional 2 minutes.
  7. Peel and chop potatoes, boil in salted water for 15-20 minutes, then mash with warm milk and butter.
  8. In a baking dish, spread the meat mixture, then spoon the mashed potatoes on top.
  9. Bake for 20-25 minutes until bubbling and golden.
  10. Allow to cool for a few minutes before serving.
