- Preheat your oven to 375°F (190°C) and gather your ingredients.
- Sauté diced green bell pepper and onion in olive oil over medium heat for about 5 minutes until softened.
- Combine ground beef, breadcrumbs, egg, milk, Worcestershire sauce, garlic powder, salt, and pepper in a large bowl.
- Transfer half of the meat mixture into a loaf pan and press it down to form the base layer.
